Monica J. Stamm

 

Monica Stamm is the General Counsel and Chief of Staff.

Ms. Stamm joined​ the Office of the MTA Inspector General in 2022 after nearly 18 years in state government promoting public ethics and integrity.


She​ began her public service career in 2004 at the Office of the New York State Attorney General, serving first as an Assistant Attorney General and then Deputy Bureau Chief in the Public Integrity Bureau, pursuing civil and criminal cases of corruption and fraud in local and state government. Ms. Stamm subsequently served as the Chief of Staff for the Office of the New York State Inspector General. As such, she assisted the Inspector General and First Deputy Inspector General with all matters of office operations, including case management and disposition, development of policy recommendations for state agencies, creation of training programs. Most recently, Ms. Stamm served as the General Counsel at the State Joint Commission on Public Ethics where she worked closely with the Executive Director and the Commissioners, enforcing the State’s ethics and lobbying laws, overseeing day-to-day operations and supervising staff on all legal matters.


Prior to her career in public service, Ms. Stamm was a litigation associate at Paul, Weiss, Rifkind, Wharton & Garrison LLP.


Ms. Stamm received her J.D. from Columbia University School of Law, where she was a Managing Editor of the Columbia Law Review, and she received her undergraduate degree from Cornell University. She served as a law clerk for Chief Judge Juan Torruella of United States Court of Appeals for the First Circuit, and Judge U.W. Clemon of the United States District Court for the Northern District of Alabama.
